inscribed in the Contractor's certificate book, priced and moneyed out forming a bill shewing money due to the Contractor for work done. This book must be written by a responsible Officer and signed by him. Each certificate should shew the value of work done since last payment. This arrangement does away with the possibility of an accumulation of minor errors, any defect in an interim payment being rectified in the next certificate. Each certificate will also show the true position of the Government and its full liability up to date.
23. The cost of stores and materials should be included in the price agreed on with the Contractor. If the Stores are supplied by the Government then they should be debited to the Contractor as issued and their value deducted from the payment due to him. For example, in a contract for laying pipes the price agreed upon should include not only the cost of excavation but also the cost of the pipes at the Government rate. The sum arrived at by measurement will therefore include a proper amount for pipes. The Contractor will draw the pipes from store and will be debited with the full amount taken. He is therefore responsible for all loss and breakage.
24. The morning report is a daily document prepared by the overseer in charge and shews:-
(a) The numbers of men employed and their trades.
(b) Their respective rates of pay.
(c) The manner in which they are employed and the head of account to which they are chargeable.
(d) The name of the Contractor or coolie master who supplies the labour.
25. The morning report should be in the hands of the engineer before midday so that he can proceed to the spot and verify it. As it is often necessary (in a workshop for example) to employ men on work chargeable to various heads
